Community Participation Partnership & sustainability 

Delivery arrangement - Public and Private Relationship

We aim to deliver a successful community regeneration through a public-private relationship. Contributions from private investors, Newham council and the Royal Docklands group will work together to create a place that fits the needs of the area whilst creating an economically beneficial development. A strong relationship is an inherent part of our development, ensuring the regeneration of the site meets the social, geographic and economic needs of the area whilst also staying competitive.

Advantages of this delivery arrangement

  • It can allow for local people to have a real voice in what they would like in the site. 

  • With the right private partner it can allow for funding to be not an issue moving forward. 

  • It can allow for a much better development long term, this is key as a completion date for this development wont be for more than decade. 

  • The risk is shared between both the private and public part of the plan.

  • Better Infrastructure and resources can be allocated for the development of the millennium mills. Such as schools, libraries and other public services.

Community Engagement

Community engagement was a clear focus for us. So the local community of Silvertown to feel like they are connected with the place they live in and the be involved in its future.  It starts from having meanwhile uses for locals to  appreciate the area before completion, such as temporary local retail or local schools using the docks for water sports.  Community buildings are situated throughout the site, this can allow for local people to display their influence and create a social environment that brings the community together.  Some of the buildings include:

  • Culture hubs 

  • Youth centres 

  • Public parks 

  • Public leisure faculties

  • Food banks  

  • Space within new structures which can be open to change

Why is this delivery appropriate?

The building typologies are arranged around the site so public and private space are separated clearly, this makes it clear which areas of the site are recreational, for employment and residential. With a focus on providing affordable homes. equal employment opportunities and leisure facilities and spaces this regeneration suits the needs for all social states and promotes social inclusion.

Disadvantages of this delivery

  • The public would not have as much power compared to a solely public delivery.

  • Government cost may be increased 

  • Return of investment is a lot more pivotal as both parties are involved. 

  • If a lot of development is left to the private side it can be to the detriment of the development, which would result in a design that is not fit for the area of the site.

Community engagement support

The community engagement initiatives will be provided funding from the initial investment into the site.  The plan is that cooperation with the council for the community led spaces will be key to provide good support for these areas. Its important for the regeneration that all social groups require engagement to help provide employment for the unskilled as sometimes providing opportunities isn't enough for select groups. A long term goal is that the community will lead projects and events which will be self sustaining through volunteering and fundraising.
